Thinking about buying a new Pachy because I've been waiting a year for the Rav4 Hybrid. Pros and Cons Please

I'm new here and we are looking to buy soon. I see the term pre-conditioning and I need to know what that is. We live in Chicago, and we ordered a Rav4hybrid almost a year ago and still have no idea if we will get one. We have owned a T&C stow and go since 2006 and it is on its last rusted leg. (Engines works fine) We don't need a mini, but we've been happy with the T&C so if we can get a hybrid that can be my husband's work car (he works 26 miles for the house) and we get the better gas...
